Full time position available on or after January 16, 2018 in the University Police Department.
ESSENTIAL DUTIES: Under the general supervision of the Chief of Police, this position provides day-to-day administration of multiple programs and technical duties in support of the office of The University Police Department. This position researches, analyzes, and evaluates a variety of specialized programs and systems as they relate to the University Police department and the Parking Program; compiles reports and make recommendations. The majority of the work is administrative and analytical in nature. Duties include but are not limited to:
• Responsible for financial analysis and fiscal fund management of all UPD accounts and acts as liaison to Financial Services in all financial matters.
• Continually monitors all funds for accuracy and correctness; analyzes trends and reviews data in order to make sound recommendations and projections regarding financial matters. Routinely performs comparative data review of campus-wide accounting systems and provides program administration for all departmental accounts.
• Prepares annual department budgets, including the Parking Business Plan, with annual revenue collections in excess of two million dollars, in collaboration with the Chief and other departmental managers.
• Responsible for daily reconciliation of UPD & Parking Management Bureau’s (PMB) client agency’s revenue accounts in CashNet and CFS PeopleSoft.
• Responsible for department petty cash fund and three change drawers; ensures compliance with related Financial Services policy and procedures; responsible for all Financial Services change drawer/petty cash audits.
• Processes monthly chargebacks to campus departments for UPD services.
• Handles all department purchases, including determining best methods, including requisitions, direct pay, p-card, or other method of purchase
• Responsible for processing monthly pro-card & Travel card statements for department members.
• Manages the UPD Live Scan program daily operations, functions, and fund management. Monitors UPD Live Scan record database; directs data entry and cashiering of Live Scan payments, constantly reviewing for accuracy; daily cashiering and fund reconciliation within CFS; manages and maintains active client billing accounts, including payables and receivables and past-due account collections.
• Serves as official Department of Justice (DOJ) Live Scan Custodian of Records; receives, reviews, interprets and notifies appropriate campus personnel of all confidential DOJ and FBI Live Scan fingerprint responses in compliance with the CSU System Background Check Policy and DOJ Policies, Practices and Procedures.
• Provides technical support in matters relating to the DOJ Live Scan policy and procedures. Responsible for all internal and external Live Scan program questions and inquiries, often explaining the California Department of General Services/DOJ policy and procedures and directing off campus individuals on how to proceed to accomplish their Live Scan goals and objectives.
• Acts as Executive Assistant to the Chief on confidential administrative matters at his discretion. Serves as a liaison between the UPD, campus departments, and outside agencies as they relate to the Office of the Chief. Responsible for conducting research and analysis on a variety of specialized programs, projects, and systems as they relate to the University Police department; evaluates and make recommendations to the Chief based on research and analysis.
• Ensures departmental compliance with all applicable CSU mandates and Executive Orders.
• Coordinates and facilitates departmental compliance with Business Continuity Planning, Strategic Planning, CSU Audits, and other special projects.
• Provides administrative support for departmental personnel position changes and new hires. Coordinates recruitment process from initial stages of recruitment through completion of process with internal and external staff members, and acts as liaison with Human Resources personnel.
• Serves as a liaison for department payroll processing. Responsible for processing department travel for all department members. Performs other duties or projects as assigned.
MINIMUM QUALIFICATIONS:
• A bachelor’s degree and/or equivalent training.
• Minimum of two years administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.
PREFERRED QUALIFICATIONS:
• Possess a professional foundation in the administrative theories, practices and procedures as they relate to the operations, activities and affairs of budget analysis and management.
• Experience in the areas financial analysis, planning, and multiple fund management is preferred.
• Experience in the areas of emergency services and university event coordination, and the demonstrated ability to assist with emergency system planning, coordination, and implementation.
SPECIALIZED KNOWLEDGE, SKILLS, AND ABILITIES:
• General knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices, and methods.
• Working knowledge of general practices, program, and/or administrative specialty.
• Basic knowledge of and ability to apply fundamental concepts.
• Working knowledge of budget policies and procedures.
• Ability to learn, interpret, and apply a wide variety of policies and procedures relating to and impacting the applicable program, organizational unit, and/or administrative specialty.
• Knowledge of basic methods and procedures for research and statistical analysis and the ability to apply them.
• Ability to analyze data and make accurate projections using business mathematics and basic statistical techniques.
• Ability to organize and plan work and projects including handling multiple priorities.
• Ability to make independent decisions and exercise sound judgment.
• Ability to compile, write, and present reports related to program or administrative specialty.
• Demonstrated ability to establish and maintain effective working relationships within and outside the work group and serve as a liaison for the organizational unit.
SALARY RANGE: $3,288- $5,809 per month plus excellent paid benefits.
