Safety Manager
The Central Plains Cement Company Sugar Creek Plant is one of seven locally operated cement companies owned by U.S. headquartered Eagle Materials Inc. Eagle is a leading U.S. manufacturer and distributor of building materials including Portland cement, concrete and aggregates, gypsum wallboard and recycled paperboard, Eagle has an outstanding portfolio of cement assets with nearly five million tons of annual cement production capacity. Each of the cement plants are highly efficient, appropriately sized and geographically complementary creating a low-cost system for serving target markets.
Objectives
The Safety Manager will be responsible to be a leader at the Sugar Creek Cement Plant. The primary objective is to manage, develop, implement, monitor and coordinate all dimensions of the health and safety program in order to meet Central Plains Cement Company’s objectives. In addition, the Safety Manager is expected to interact daily with plant employees and is expected to coach employees with regards to safety. The manager should be an excellent trainer and should be one that can lead change. General knowledge of MSHA is considered a plus because the Safety Manager will be a primary point of contact in dealing with MSHA citations.
Organization Structure
The Safety Manager reports to the Plant Manager and is a member of the plant leadership team.
Nature and Scope
The incumbent is responsible for providing support to management and supervisors on issues dealing with training, health, and safety.
Work directly with the safety committees, corporate manager safety/risk management, and various subcommittees to ensure that all activities work together to promote a safe working environment for all employees.
Must ensure that corporate safety and health policies are administered in a consistent manner. The various functions involved in the execution of these policies and procedures require knowledge of federal and state laws regarding occupational health and safety.
Provide information to supervisors for monthly safety meetings (videos, published info, speakers, etc.).
Clarify, counsel and advise employees and supervisors in resolving conflicts regarding the application of safety rules and procedures.
Maintain accurate statistics related to safety, including, but not limited to, 1) types of injuries, 2) number of injuries, 3) number of hours worked, 4) monthly and annual MSHA statistical information etc.
Stimulate change that continuously improves the effectiveness of the plant safety training program.
Develop, coordinate, and maintain the plant health and safety program, safety manual, wellness program, and off-the-job safety initiatives, in conjunction with managers, supervisors and employees.
Ensure that all incidents/ accidents are properly reported and investigated and follows up on them. Such is done for all incidents/accidents including; disabling and non-disabling injuries, property damage, chemical spills, fires, explosions, and fatalities, as well as incidents with the potential for losses in these areas.
Monitor compliance with Workers' Compensation Act and Regulations as well as ensuring proper and timely reporting of injuries and follow all claims to completion. Keep abreast of changes to all applicable health and safety laws and regulations and counsel management on the direction of future health and safety legislation. Manage the claims management program including the modified work program.
Responsible for ensuring that all personal protective equipment used by employees is appropriate, meets legislative standards, and the quantity is adequate. Special equipment for employees with particular problems or for those with unusual jobs is also subject to stringent guidelines. Compliance is monitored and controlled by the incumbent.
Maintain knowledge and control of any hazardous materials. This includes materials now commonly used, new materials brought in, and hazards resulting from processing materials now in use. Copies of Safety Data Sheets (SDS) for products used currently or in the future at the plants/operations must be maintained and updated.
Specific Accountabilities
- Oversee all training activities, which include supervisory skills, job skill development, and technical training for both hourly and supervisory personnel. The incumbent will also be responsible for training all of the company’s new hires.
- Oversee and coordinate continuous training with individual departments in order to promote continuous improvement
- Promotion of safe attitudes, and practice of safe work habits by all plant employees, including off-the-job safety, and health and wellness promotion.
- Provision of a safe and healthy work environment by inspiring and coordinating actions developed by managers, supervisors, and employees in order to permanently prevent or reduce accidents, injuries or any other losses.
- Reporting to corporate and maintaining onsite of all documents pertinent to the safety/loss control function.
- Ensuring compliance with legislative, legal and contractual requirements related to employee health and safety.
- Management of all Workers Compensation claims ensuring compliance with the Workers’ Compensation Act and Regulations.
Qualifications
- Minimum of a Bachelors degree in Human Resource Management, Safety Management, or related field.
- Minimum 3 years experience in industry.
- Must be able to work as part of a team to ensure continuous improvement in their functional area as well as the overall plant operations.
