Position Information
The City of Turlock is now accepting applications for Building Inspector I, Building Inspector II and Building Inspector Senior, for the Development Services Department.
Building Inspector I/II
The Building Inspector I/II incumbent will inspect routine and complex structure and building systems at various stages of construction, alteration and repair; to assist in the review of building plans and specifications; and to investigate and secure compliance with applicable laws, ordinances, codes, standards, plans and specifications.
Senior Building Inspector
The Senior Building Inspector incumbent will act as Chief Structural, Electrical, or Plumbing Inspector of industrial and commercial structures at various stages of construction, alteration and repair; to inspect single and multiple family dwellings; to oversee plan checking and permit issuance activities; to provide lead supervision to other inspectors and office clerical staff and to enforce a variety of building codes, ordinances and regulations.
These job classifications are assigned to the Miscellaneous bargaining unit for labor relations purposes and are subject to overtime, evening and weekend assignments.
Separate eligibility lists for the Building Inspector I/II and Building Inspector Senior will be established from this recruitment that will be valid for six (6) months and may be used to fill future full time vacancies. All full time employees are required to serve a twelve (12) month probationary period.
Essential Functions
Building Inspector I
May include, but are not limited to the following:
- Accept, review and process a wide variety of permit applications relating to construction and development-related activities regulated by the City Planning and Building & Safety Divisions.
- Review site plans, architectural drawings, and structural calculations submitted with development permit applications to insure completeness and conformance with the department's submittal requirements.
- Calculate and collect required mitigation and development fees for construction permit applications.
- Provide information at the public counter regarding the City's General Plan and development regulations including occupancies, structures, fire life safety issues, accessibility, energy conservation and public improvements.
- Perform over-the-counter plan check of fences, walls, small room additions, patios, decks, garages, and other small construction projects.
- Make field inspections of industrial, commercial and residential buildings during various stages of construction and remodeling to assure compliance with applicable codes and regulations of the City, County, State and federal agencies.
- Checks building plans for sufficiency and code compliance; route plans to other affected departments, and distribute plan check submittals to builders/contractors for corrections.
- Inspect foundation, cement, framing, plastering, plumbing, mechanical and electrical installations and a large variety of other complex and routine building system elements.
- Check stud, joist, rafter spacing and other structural member factors.
- Examine grade, quality and treatment of lumber, cement, lath, wire and composition.
- Coordinate inspection activities with other city departments and public agencies as needed.
- Assist in conducting investigations of zoning, land use and construction code enforcement and abatement issues.
- Determine compliance to California Building, Plumbing, and Mechanical Codes, California Electric Code, and pertinent provisions of state and County health and environmental ordinances.
- Confer with architects, contractors, builders and general public in the field and office to resolve complaints and answer questions regarding plan check correction lists, conditions of permit approvals, and use of alternative methods or materials.
- Maintain permit records and field notes as applicable and prepares reports.
- Perform related duties as assigned.
Building Inspector II
In addition to the essential functions above for Building Inspector I
- Perform field inspections of industrial, commercial and residential buildings during various stages of construction and remodeling to assure compliance with applicable codes and regulations of the City, County, state and federal agencies.
- Perform complex inspection duties in several trade specialties such as plumbing, electrical and mechanical, structural and finish trade areas.
- Issue permits for work to be performed.
- Assist in the checking of building plans and perform field review of plans and specifications.
- Examine grade, quality and treatment of lumber, cement, lath, wire and composition including conducting research of new and/or alternative material reports from ICBO and other testing labs.
- Assure proper and safe installations of routine and complex building systems.
- Maintain records and prepare reports.
- Perform related duties as assigned.
- Senior Building Inspector
In addition to the essential functions listed above for Building Inspector I and Building Inspector II- Make field inspections of complex commercial, industrial, single and multiple family buildings during various stages of construction and remodeling to assure compliance with applicable codes and regulations of the city, state and federal agencies.
- Perform engineering calculations in checking complex residential and commercial plans for structural, electrical, plumbing, mechanical or energy requirements.
- Direct and monitor plan checking activities performed internally and externally by outside plan check consultants including coordinating all communication between consultant and designer and/or builder.
- Check stud, joist, rafter spacing and other structural member factors and examine grade, quality, and treatment of lumber, cement, lath, wire and composition.
- Research and monitor trends in quality of building materials related to construction systems including alternative techniques or materials testing from independent labs.
- Coordinate plan check, permit review and inspection activities with other City departments and public agencies.
- Prioritize, assign and monitor daily workload of subordinate staff members involving all aspects of municipal building and safety inspection.
- Provide training, mentoring and leadership to subordinate building inspection staff and office clerical staff.
- Conduct and/or direct the comprehensive investigation and enforcement of alleged violations of building and construction laws including coordinating with the City Attorney and other departments as appropriate.
- Ascertain conformance to California Building, Plumbing & Mechanical Codes, the California Electric Code, the Code of Building Conservation, the Historic Building Codes, and pertinent provisions of other State, County and City ordinances and codes relevant to the job needs.
- Confer and correspond with the general public, owner-builders, architects, contractors, builders, engineers and other city staff members in the field and office on permits, plans, building requirements or inspections.
- Work with staff, other departments and agencies and the public in explaining, interpreting and enforcing requirements or inspections.
- Monitor department plan check and inspection fee revenues and department expenditures in relationship with annual budget revenue estimates and authorized appropriations.
- Coordinate with the Building Official and other lead personnel in the preparation of the budget, administrative policies and directives, and personnel actions relating to division and department activities.
- Maintain and monitor building activity and trends and prepare as necessary or appropriate reports for staff, department managers, and policy makers.
- May represent the Department in the Chief Building Official's absence for day-to-day activities and before civic groups and public meetings.
- Perform related duties as assigned.
EXPERIENCE AND EDUCATION
Building Inspector I
Any combination of education, training and experience which would likely provide the required knowledge and abilities qualifying. A typical way to obtain the required knowledge and abilities would be:
Experience:
Completion of 30 college units with major course work in Building Inspection Technology, Construction Management or a related field.
OR
Four (4) years of responsible construction experience equivalent to journey level construction work in the building trades involving work done in conformance with standard building, electrical, mechanical systems and plumbing codes
OR
One year of inspection experience with a jurisdiction, equivalent similar to Building Inspector Trainee with the City of Turlock
Education:
High school diploma, GED or equivalent.
Building Inspector II
Any combination of education, training, and experience which would likely provided the required knowledge and abilities qualifying. A typical way to obtain the required knowledge and abilities would be:
Experience:
Four (4) years of inspection experience with a jurisdiction similar to Building Inspector I with the City of Turlock, and possession of at least 2 ICC Certificates in the building trades or a related field.
OR
Six (6) years of responsible construction experience equivalent to journey level construction work in more than one trade or as a Job/Project superintendent, involving work done in conformance with standard building, electrical, mechanical systems, and plumbing codes.
AND
Possession of at least one (1) ICC Certification in building trades or related field and obtain a second (2nd) certification within a year.
Education:
High School Diploma, GED, or equivalent.
Senior Building Inspector
Experience:
Five years of increasingly responsible journey level experience in inspection of commercial, industrial and residential construction, of which at least three years should be Building Inspector II with the City of Turlock or similar jurisdiction.
OR
Three years similar to a Building Inspector II, of which at least two years much be in a lead capacity.
Education:
High school, GED or equivalent.
Minimum Qualifications
Building Inspector I
Knowledge of:
- Accepted safety standards and methods of building construction.
- Building related codes and ordinances enforceable by the City, specifically, the California Building Code.
- Principles and techniques of building inspection work.
Ability to:
- Apply technical knowledge and follow proper inspection techniques to examine workmanship and materials, and detect deviations from plans, regulations and standard construction practices.
- Learn to perform journey level inspection skills in a variety of specialty trade areas and to perform competent and efficient work as a Building Inspector.
- Learn to enforce a variety of zoning, general land use and related City codes.
- Determine that construction systems conform to City Code requirements.
- Read and interpret building plans, specifications and building codes.
- Advise on standard construction methods and requirements.
- Make arithmetical computations rapidly and accurately.
- Enforce necessary regulations with firmness and tact.
- Establish and maintain an effective working relationship with those contacted during the course of work.
- Communicate clearly and concisely, both orally and in writing.
Building Inspector II
In addition to the minimum qualifications above for Building Inspector I:
Knowledge of:
- Building related codes and ordinances enforceable by the City including the California Building, Mechanical, Plumbing and Housing Codes, the California Electric Code, and the municipal zoning and sign ordinances.
- Complex building, electrical, fire, plumbing and mechanical code enforcement.
Ability to:
- Perform journey level inspection skills in a variety of specialty trade areas and to perform competent and efficient work as a Building Inspector.
- Enforce a variety of zoning, general land use and related City codes.
- Read and interpret building plans, specifications and building codes and determine that construction systems conform to City Code requirements.
- Apply City codes and policies regarding zoning, environmental matters and other regulations to field situations.
- Perform entire range of inspections, including building, electrical, fire, plumbing and mechanical for residential, commercial and industrial construction.
- Work independently without supervision.
Senior Building Inspector
In addition to the minimum qualifications above for Building Inspector I and Building Inspector II:
Knowledge of:
- California Building, Mechanical, Fire, Plumbing, Electrical and related City codes.
- Titles 19, 24 and 25 of the California Administrative Code.
- Accepted safety standards and methods of building construction including materials applications.
- Principles of management, team leadership, effective communication, and customer service.
- Principles and techniques of municipal building inspection and safety enforcement work.
- Mathematics necessary for engineering calculations.
- Blueprints, technical code interpretation and plan reading.
Ability to:
- Perform complex inspections in a variety of specialty trade areas in a fully competent and efficient manner.
- Apply technical knowledge of construction codes and use proper inspection techniques to examine workmanship and materials and detect deviations from plans, regulations and standard construction practices.
- Act as a team leader and mentor to effectively direct division staff capabilities in performing a range of entry and journey level inspection work and office clerical work necessary to accomplish city goals.
- Work independently without direct supervision on a wide range of projects and assignments related to the building and safety responsibilities.
- Enforce a variety of City codes to determine sufficiency with thoroughness, tact, diplomacy seeking constructive solutions.
- Read and interpret building plans and specifications for the full range of structures and intended uses with the ability to apply necessary judgement to achieve compliance with relevant health and life safety building codes.
- Advise others on standard construction methods and requirements.
- Train and evaluate the performance of division staff and other team members in a wide range of activities and assignments related to division objectives.
- Maintain cooperative working relationships and resolve problems with staff, other City departments, builders, contractors and the general public.

LICENSE OR CERTIFICATE
Building Inspector I
Possession of a Building Inspector Certification issued by the International Code Council at the time of appointment and possess a second Building Inspector Certification by the International Code Council within one (1) year appointment for a total of two (2) certifications.
Possession of a valid California Driver's License at the time of appointment and must be maintained thereafter as a condition of continued employment.
Building Inspector II
Possession of a valid California Driver's License at the time of appointment and must be maintained thereafter as a condition of continued employment.
Possession of at least one (1) ICC Certification in building trades or related field.
Senior Building Inspector
Possession of the four (4) International Code Council Inspection Certifications issued by the International Code Conference.
Possession of an appropriate, valid, California Driver's License at the time of appointment and must be maintained thereafter as a condition of continued employment.
DESIRABLE QUALIFICATIONS
- Equivalent to completion of an Associate Degree in a related field.
- Supervision Training.
PHYSICAL REQUIREMENTS
Maintain the following physical abilities: See well enough to read fine print and view computer screens; hear well enough to converse on the telephone and in person; use of hands and fingers for use of computer keyboard, filing, writing and answering telephone; capable of clear speech; able to lift and carry objects weighing up to 40 pounds; stamina to work long hours and attend night meetings.

3. Applications will be reviewed for possession of the minimum qualifications. In the event that a large number of applicants possess the minimum qualifications, applicants who appear to be the most qualified based on their breadth and recency of experience will be invited to compete in the testing process.
4. Candidates invited to compete in the testing process may be required to take a written examination, which will be based on a pass/fail basis. If a written examination is conducted and a large number of candidates receive a passing score, the City reserves the right to invite a percentage of the top scoring candidates to compete in the next phase of the testing process, the oral examination.
5. Candidates who are invited to participate in the oral examination and receive a score of 70% or more will be placed on an eligibility list. Ranking on the eligibility list will be based solely on the results from the oral exam.
6. Completion of a practical exercise may be conducted in order to further evaluate skills relating to essential job functions.
7. Finalists will be referred to the Development Services Interim Director for final appointment consideration.
8. Final appointment will be contingent upon passing the following: medical examination which includes a drug screening, hearing exam and vision exam, and reference review.
The City of Turlock has adopted a veteran's preference system (effective January 1, 2002). The percentage score achieved through an entrance (non-promotional) examination which ranks applicants on an eligibility list shall be adjusted to provide: (a) one (1) percentage point added to the final test score for each six (6) months of active service during a time of armed conflict, up to a maximum of five (5) points, and (b) five (5) percentage points added to the final test score for veterans who are disabled as a result of active military service during a time of armed conflict, regardless of length of service. To receive preference points, applicants must provide supporting documentation and proof of honorable discharge. In no event shall an applicant receive more than a five (5) point adjustment.
