The State of Connecticut Judicial Branch is seeking a qualified individual to manage CSSD Fiscal Administration Unit and its staff; oversee $115M OCE budget; analyze and coordinate division’s program budget proposals and meet with representatives to discuss proposals and explain program budget requirements; prepare estimates and calculations of projected expenditures and quarterly allotments including long and short term forecasting; make recommendations on appropriate expenditure coding; authorize grant expenditures and monitors funded projects for fiscal compliance; interface with purchasing, internal audit, fiscal admin, grant administration, OSC, CT Office of the State Treasurer; manage the fiscal and contractual compliance of community based service contracts; manage all daily, monthly, yearend reconciliations; direct the staff and operations of adult and juvenile restitution; manage all financial transactions relative to restitution receipt accounting and disbursement of restitution funds; and oversee employee travel authorization process and business related reimbursements.
Starting salary $95,053 – plus State of Connecticut benefits.
MINIMUM QUALIFICATIONS REQUIRED
KNOWLEDGE, SKILL AND ABILITY: Considerable knowledge of the principles and practices of public administration with special reference to assigned area(s) which may include governmental budget management and government accounting, grants and contracts preparation and administration, purchasing principles and practices, personnel and labor relations and facilities management; considerable interpersonal skills; considerable oral and written communication skills; considerable computer skills; ability to prepare and analyze financial and statistical reports; supervisory ability.
EXPERIENCE AND TRAINING
General Experience: Ten years of professional experience in the assigned area of responsibility.
Special Experience: Two (2) years of the General Experience must have been in a supervisory capacity.
Substitutions Allowed:
- College training may be substituted for the General Experience on the basis of fifteen semester hours equaling one-half year of experience to a maximum of four years for a Bachelor’s degree.
- A Master’s degree related to the assigned area of responsibility may be substituted for one additional year of the General Experience.
SPECIAL REQUIREMENT: Incumbents may be required to travel in the course of their daily work.
