Responsibilities:
1. Maintain a high level of confidentiality that must include personnel and medical records, legal proceedings, bid proposals, negotiating positions, collective bargaining strategies, and plans.
2. Direct, administer and supervise all HR functions of the Town.
3. Develop recruitment procedures for vacant positions, job postings, and the. formation and follow-through of all Search Committee process up to hire of selected candidates
4. Advise the Mayor regarding compliance with federal and state law, Town ByLaws, and collective bargaining agreements.
5. Mediate employee disputes under the direction of the Mayor, and conduct all investigations and report to the Mayor for resolution
6. Coordinate and write communications to all employees with disciplinary actions in progress, including Open Meeting Act Notices, Pre-Deprivation Hearings, Last Chance Agreement, and disciplinary actions
7. Represent the Town on grievance hearings, mediations, fact-finding, arbitrations, unemployment, Worker's Compensation hearings, and casualty and general liability insurance hearings.
8. Supervise benefits administration.
9. Participate in union negotiation committees.
10. Develop, update and maintain employee handbooks.
11. Develop or update all job descriptions.
12. Serve as the contact person for workplace bullying, harassment or other disruptive situations.
13. Develop a procedure for and conduct exit interviews with employees who leave the Town.
14. Assure that all background checks, certifications, and degrees are reviewed for all new hires.
15. Develop healthy workplace initiatives.
16. Facilitate Risk Management Committee.
17. Serve as the Town's administrative and investigative officer for ADA, Equal Employment Opportunity and Affirmative Action.
18. Collaborate with supervisors in all Town Departments.
19. Maintain and dispose of employee records in compliance with RI Regulations.
20. Attend the Annual State Open Meetings Summit.
21. Perform any activity as directed by the Mayor.
Qualifications:
1. Minimum Bachelor's degree in Human Resources, Business Administration, or related field; Masters' Degree Preferred.
2. Minimum of 5 Years HR Experience.
3. Knowledge of federal, state and local laws and regulations related to HR functions.
